It all began over forty years ago outside a small church near New Orleans. It was there that Frank Irwin learned to blow up and twist balloons into cute animal shapes. From then on, he carried balloons inside a doctor’s bag to the hospital where he worked and used them to cheer up the sick, injured, and hurting of all ages. They called him "Doc" because he had been a Navy corpsman. Soon it was "Doc-O" and there was no looking back.
